While both laws aim to promote access to higher education for Filipino students, the Universal Access to Quality Tertiary Education Act of 2017 focuses on making tertiary education more accessible to a wider range of students, while the Iskolar ng Bayan Act of 2014 specifically supports the top-performing students in every public high school in the country.
Despite the many benefits of these laws, however, there are still some challenges. One of the main challenges is the lack of funding for these programs. While the government has allocated some funds for the implementation of these laws, there is still a need for more resources to ensure that all deserving students are able to benefit from these programs.
Another challenge is the implementation of these laws at the local level. There have been reports of some SUCs and LUCs that have been slow to implement Universal Access to Quality Tertiary Education, leading to delays in the release of free tuition and other fees. There have also been reports of some students who have not received their financial assistance on time, leading to difficulties in their studies.
To address these challenges, there is a need for greater coordination between the national and local governments, as well as better monitoring and evaluation of these programs. The government should also explore other sources of funding for these programs, such as private sector partnerships and international aid.
The Universal Access to Quality Tertiary Education Act of 2017 and the Iskolar ng Bayan Act of 2014 are important laws that seek to provide greater access to quality higher education for students from low-income families in the Philippines. While there are still some challenges to be addressed, these laws represent an important step towards building a more equitable and prosperous Philippines for all.
